As a member of the bond steering and long range planning committee, this equity by design process, this unique process, is going to be derailed by the board President and Vice President.

For Q & A: When 2017 bond was proposed, a 25 year plan with MULTIPLE PHASES was "promised" - 2017 was "phase 1” - why are schools that were supposed to be in "phase 2" not a part of this bond proposal. Please “stay the course" with minor changes - don't re-invent the wheel each time we do this - it's frustrating and it causes AISD families to loose trust and then not want to support bonds

Network Infrastructure upgrades from the 2013 and 2017 were equitable, all schools received the same network equipment across the district to the highest level the each campus could physically accommodate. Same routers, switches, and wireless access point performance, and phones, to name a few examples of what we provided.

@Candace - Food Pantry would be a small area that would hold non-perishable food that is already being donated by outside groups.

For Q & A: Security - Security Vestibules sound good but, “would-be” criminals don't usually follow the rules and enter through security vestibules instead they sneak in or break in - WHAT is the plan to address (worst case scenario) an active shooter in a school when the shooter bypasses the security vestibule? Right now for example at Austin High, there are broken locks on gates and/or doors that don't close properly during regular hours and AHS has ONLY 3 security guards (they carry no weapons) and 2 SRO's (one of which is shared with OHMS so not at AHS full time). The “new” SECURITY CAMERAS do NOT cover all areas - there are BLIND SPOTS & the cameras DO NOT RECORD ALL activity.

Thank you John. The edustation and laptop I received at my High Opportunity school from the 2017 Bond absolutely changed the game for me as a teacher. I hope we will properly fund technology this time around. I am surprised this was a controversial issue in the Bond Steering Committee.

How do we share our vote against this proposal

The Lively CAC had no communication about Bond - we desperately need our campus to be reviewed

Akins is a community that has long been underserved and largely ignored unless the district needs a CTE photo op. If this community wasn’t supported under the 2017 worst first methodology or the 2022 equity methodology, when will relief come for these students and teachers?

Why not wait until next year?

More needs to be done for students with disabilities. Please fund cameras for all self contained settings. Will this bond pay for that? it seems a better investment than 9 classrooms.

Question: why are bonds (i.e. loans) necessary, while giving away a ton (I believe the most in TX?) through Robinhood? It doesn't make sense to me why if we need the money here enough to take out loans, do we have to give it away to other districts? Who gives away a bunch of money, only to take out a loan, only to get into debt because you gave away all your money?

It seems like many of the older schools are being overlooked but much newer schools are on the bond proposal. Information for the community would be helpful. Can you please publish a list of schools in AISD with dates built and/or renovated? And numbers of portables at each school?

@Saul, Robin Hood takes money from the Maintenance and Operations side of our tax based income and not the stuff that is usually covered by debt like new construction. Bond money, or debt, cannot be used to pay teacher's salaries, etc. by state statute which comes from the M/O side of district income

I observed some long range planning meetings despite missing the opportunity to formally participate, and when they were deciding which schools were going to be fully modernized or partially modernized, it truly seemed to come down to just who is in the room to advocate for whichever schools. Lively middle school was brought up, but members of the public who were not members of the long-range planning committee were not allowed to provide input. So, these couple parents who were on the committee were just like, Lively seems to be in pretty good shape, despite the fact that it’s like 100 years old. I fully resonate with the NEED to modernize schools like Travis where I work, but I am also very sympathetic to concerns related to how information was gathered and then acted upon.

We will make the most of everything we get, but the Network Infrastructure team is concerned how we can provide the same level of service with less? I know exactly what it takes to support the entire network at AISD, and the 4 other enterprise level school districts I have supported over the last 24 years., including our central/core network, that building / renovating schools won't support. Student Safety is relies heavily on the Network Infrastructure, e911 calls for example.

Yes, everyone's getting a little, but some really don't need that much and some need much more. As an example, Bowie got $91M in the 2017 bond and is allocated $27M this time. Akins got $13M in 2017 for critical repairs that have not yet been completed and is only allocated $7.5M this time.

There is a 25 year facility modernization plan … which was addressed during the 2017 Bond discussion process.

What about Blazier half-middle school? It was started in 2017, and our community was promised that it would be finished with the fundings from the next bond. And now it's not even on the draft. It's so disappointing that this project is left unfinished, and instead of promised and much needed middle school, we got only a 4-6 grades school. I have a feeling that South-East Austin is being neglected by AISD for years, and the problems of our community are not being addressed adequately.

For example, McCallum is allotted $32.5M, but does not appear on the official "Modernization" lists. @Christy Huggins, we are planning to survey our 5,500+ teachers to best understand their housing needs. What we do know is that the average rent in Austin is $1,473 for a one-bedroom apartment and $1,792 for a two-bedroom. Annual income required to afford a one-bedroom apartment is $58,920 and a two-bedroom apartment is $71,680. Our average teacher salary is ~$56,000. We believe our proposed teacher housing can help address adding affordable housing to Austin so our teachers can live and work near the students they serve.

Regarding teacher housing, I wholly support this. But to address the housing issues for lower/moderate income families in Austin, we need to address our zoning laws and density rules. Cities like NYC require developers to build or fund a percentage of housing when building new buildings. We need to push our local reps and state legislature to change the laws

It is important to note that reducing recapture does NOT put significantly more funding into AISD. The state sets a per-student basic allotment that adds weighted funding for certain groups of students. That is the entitlement. There is, in effect, a ceiling on per-student funding set by the State of Texas. That means that even if recapture were eliminated tomorrow, that money is NOT available for our schools. It would largely just be a reduction in property taxes. To increase our per-student funding, we must advocate for an increase in our basic allotment. Texas is in the bottom ten states in per-student funding, and we are more than $3000 below the national per student average.

@Arati, it is my understanding the board will meet on the Dais instead of in work groups like before. I heard that the LRP meeting was very productive because of the small work groups. I know I'm beating a dead horse, but portables are unsafe, unhealthy, and inequitable. This is not something that can keep being pushed down the road.

Akins has as many portables as the total modernization list combined but was not selected for portable reduction at all. We are very concerned about the vulnerability of our students in portables from both a safety and health perspective.

@Lane, it varies. Some schools are completely ground up, some schools are a type 2 modernization, which means that some part of the structure or infrastructure will remain. In any case, the school will feel like a new facility.

Will the proposal please price out the cost of placing cameras with audio in all special ed self contained classrooms and the cost of maintaining those cameras? Students with disabilities need the safety cameras allow.

I do not see Blanton on any of the lists for modernization. Their vestibule is open to the rest of the building and so very unsafe and the heat and air units broke down multiple times last year and the year before. When will improvements be made to this school?

I think there may be different definitions of open campuses. When I refer to Gullett being an open campus it is not that it is not conducive to learning. It is that the classrooms are external so they are many, many points of entry.

I am concerned about the seeming rush to vote on this in July instead of August. I’m worried that it will rush through the feedback and derail the real equity work the LRPCs and BSC have done. Better to get it right than get it quick.

How do you explain the departure in these proposals for 2022 from the 25 year facilities master plan that was publicized during the 2017 bond process? Votes were cast on these red presentations and promises need to be kept.

I would like to know what is being done for safety and prevented gun violence in all our schools. I feel that safety for children should be primarily addressed over how a school looks.

It is disingenuous to call the new plan for Bear Creek “phase2”. It should be called an expansion and we should be honest that we are talking about adding onto a school that is already brand new and serves almost entirely economically advantaged students. Our words are important.

It is actually part of state law that cameras in self contained classes be installed when requested. Let's just preemptively install and maintain to keep kids safe from abuse.
